Shadow AI isn’t a security problem. It’s an operating model problem.

Shadow AI was everywhere at RSAC 2026 in late March. The numbers have stopped being
anecdotal. Over 90% of companies have employees using personal AI accounts for daily work.
Only 40% give them a sanctioned alternative.
Two incidents keep coming up. A healthcare company was fined $3.5 million for staff feeding
patient notes into ChatGPT — straight HIPAA violation. A manufacturer lost $54 million after a
coding assistant leaked proprietary data. Not a theoretical risk assessment. Actual fines and
actual losses, already on someone’s books.
What’s changed is the surface area. IBM now formally defines shadow AI as unsanctioned AI
use without IT oversight, and RSAC presenters flagged something bigger than people pasting
confidential text into a chatbot. These tools increasingly plug into enterprise platforms — email,
SharePoint, Git repos, CRM, chat histories. The exposure isn’t just what someone types in. It’s
everything the tool can access once it’s been granted a permission token.
Every security team at the conference landed on the same point: banning shadow AI doesn’t
work. People use unsanctioned tools because those tools solve problems the company hasn’t
solved through official channels. A policy document doesn’t fix that. An alternative that actually
works does.
Which makes this less of a CISO problem than it looks. The real question is whether your
business is set up to meet the demand for AI that your own people already have. If it isn’t, they’ll
keep going around you. Regardless of the memo.
